Consortium
The SE-Hydro consortium brings together 16 European partners with complementary profiles. Plant operators, industrial manufacturers, research centres, social science institutes, SMEs and a river governance think tank are all working side by side. Coordinated by NTUA, the consortium is built for collaboration across disciplines and sectors.

NTUA – NATIONAL TECHNICAL UNIVERSITY OF ATHENS

Founded in 1836, the National Technical University of Athens is Greece’s oldest and largest technical university. It participates in the project with the Decision Support Systems Laboratory (EPU-NTUA) which specialises in interdisciplinary research on decision support systems, energy policy, AI applications and digital innovation.
In SE-HYDRO project, NTUA acts as the Project Coordinator, overseeing the strategic, scientific and administrative implementation of the project. NTUA also coordinates the pilot activities and develops the participatory governance portal of the SE-Hydro project, which aims at enhancing social trust of hydropower projects.
ARMINES

ARMINES / MINES Paris – PSL is a leading French engineering school renowned for high-level research across various fields of the energy transition. Its PERSEE Centre is internationally recognised for its expertise in renewable energy and smart energy systems.
In SE-Hydro, it will lead the development of eco-flexible management strategies for HPPs. In particular, it will develop advanced AI-assisted decision-support and optimisation models that simultaneously account for energy, environmental, and hydrological constraints. These models will adapt hydropower plant operation to grid needs and maximise the value of hydropower flexibility in electricity markets, while minimising impacts on aquatic ecosystems.
DOWEL INNOVATION

DOWEL Innovation is a French SME recognised as one of the country’s leaders in innovation management consulting. The team supports research organisations, public bodies and companies through the entire project cycle: from writing proposals to managing collaborative projects and planning for exploitation.
In SE-Hydro, DOWEL leads communication, dissemination and exploitation. The team manages the website, social media channels and the Community of Practice, making sure project results reach the right people.
INESC TEC

INESC TEC is a Portuguese research and technology organisation. It works on energy systems, artificial intelligence and digital transformation. The institute has strong ties with industry and system operators, particularly in grid management, forecasting and renewable integration.
In SE-Hydro, INESC TEC collects and processes real-time data from the pilot plants, develops optimisation tools for hydropower market participation, and contributes to data harmonisation and analytics across the project.

ANDRITZ HYDRO GMBH

ANDRITZ is an international technology group and a leading supplier of equipment and services for hydropower plants. The company designs, manufactures and modernises turbines, generators and control systems. With a global footprint, ANDRITZ supports operators in improving plant efficiency, reliability and flexibility.
In SE-Hydro, ANDRITZ investigates how to extend the operating range of turbines to improve flexibility while reducing mechanical stress and ecological impact, building on experience from XFLEX HYDRO and ReHydro.
NORSUS – NORWEGIAN INSTITUTE FOR SUSTAINABILITY RESEARCH

NORSUS is a Norwegian research institute that helps organisations understand what “sustainable” really means in practice. The team works on life cycle assessments, environmental impact evaluations and circular economy: tools that companies and authorities use to measure and improve their environmental and social performance.
In SE-Hydro, NORSUS leads the work on environmental and social life cycle assessment (E-LCA and S-LCA). The team ensures that environmental and social impacts are considered in hydropower operation and planning.
HYDROEX – LAZAROS S. LAZARIDIS KAI SIA

HYDROEX is a Greek SME with decades of experience in water engineering and environmental studies for hydraulic, hydropower and coastal projects. It supports operators, contractors and authorities in water resources management, hydrology, flood protection and water utilities, promoting sustainable resource use and the protection of river and aquatic systems.
In SE-Hydro, HYDROEX leads the hydrological modelling and water resources analyses. The team develops river basin flow and water balance models to support biodiversity indicators and help balance energy production with river health.
NTI – NIKOLA TESLA INSTITUTE OF ELECTRICAL ENGINEERING

NTI is a Serbian research institute specialised in power systems, electrical engineering and digital modelling. The institute has strong expertise in hydropower plant simulation, turbine governing systems, and digital twins for energy infrastructure. This expertise was developed through years of collaboration with operators and industry.
In SE-Hydro, NTI leads the validation and evaluation work packages, developing digital replicas of the pilot plants to test operational strategies against technical, ecological and societal KPIs.
IDN – INSTITUT DRUSTVENIH NAUKA

IDN is a Serbian public research institute founded in 1957. It studies fundamental social phenomena and turns findings into evidence-based public policies. Its expertise spans demography, political science, public opinion, economics, law, philosophy and sociology — key fields for understanding how energy projects affect people and communities.
In SE-Hydro, IDN leads the Societal Readiness Framework. The team designs and runs the engagement activities that bring local communities, civil society organisations and other stakeholders into the project.
SIN – SMART INNOVATION NORWAY AS

SIN is a Norwegian non-profit research and technology organisation working on applied research and digitalisation. It supports industry, SMEs and the public sector with research-based knowledge and innovation. Its focus areas include energy systems, techno-economic analysis, business modelling, applied AI, and scalability and replicability frameworks.
In SE-Hydro, SIN evaluates the economic and business feasibility of the project’s outcomes. The team develops sustainable business models for eco-flexible hydropower and contributes to the replication roadmap and leads the replication board activities.
EDP R&D – CENTRE FOR NEW ENERGY TECHNOLOGIES
EDP R&D – CENTRE FOR NEW ENERGY TECHNOLOGIES
EDP R&D is part of EDP’s Global Research and Innovation ecosystem – one of Europe’s largest utilities. It runs pilot and demonstration activities in EU-funded projects, developing new energy technologies to scale renewable generation, strengthen grid resilience, optimise storage, and enable demand-side flexibility.
In SE-Hydro, EDP R&D leads the business modelling, techno-economic assessments and policy recommendations. Its role is to ensure that the project’s solutions are viable for operators and investors – technically, economically and commercially
EDP P – EDP – GESTÃO DA PRODUÇÃO DE ENERGIA
EDP P is the production arm of EDP Group, managing an installed capacity of approximately 7.1 GW, of which 5.1 GW is hydropower. The company operates a large fleet of hydro plants across Portugal, including the Fratel run-of-river hydropower plant, one of the project’s four pilot sites.
In SE-Hydro, EDP P provides the Fratel plant as a demonstration site for extending the operating range of Kaplan turbines, contributing real-world data to validate the project’s technical innovations.
IAGF – INITIATIVES POUR L'AVENIR DES GRANDS FLEUVES

IAGF is an international non-profit organisation focused on sustainable river management. The organisation brings together scientists, policymakers, civil society and industry to discuss river governance and ecological restoration. IAGF works across Europe and beyond.
In SE-Hydro, IAGF supports stakeholder engagement and the implementation of the Societal Readiness Framework. The team brings its expertise in river diagnosis, river basin dialogue and participatory governance.
EPS – ELEKTROPRIVREDA SRBIJE

EPS is the largest company in Serbia, responsible for electricity generation, supply , distribution and tradingThe company operates a diverse portfolio of power plants, including the Lim River hydropower cascade, which serves as one of the project’s pilot sites for demonstrating nature-inclusive reservoir operation.
In SE-Hydro, EPS coordinates the preparatory activities and planning for the Lim River pilot, providing access to real operational data and contributing to the validation of eco-flexible management schemes.
GEG – GAZ ELECTRICITE DE GRENOBLE

GEG is a French semi-public utility active in renewable energy production, gas and electricity distribution and procurement. The company operates a diverse portfolio of renewable assets across France, including hydropower, photovoltaic, wind and biomethane.
GEG provides the Mizoen site for SE-Hydro. It is a high-head Alpine hydropower plant serving as a pilot for testing innovative monitoring, AI-assisted eco-flexible operation, and digital twin technologies under strict environmental and territorial constraints.
PPC – PUBLIC POWER CORPORATION

PPC is the leading integrated utility group in South-East Europe, active in electricity generation, distribution and advanced energy services. Its main operations are in Greece, Romania and North Macedonia, and it is expanding its renewables business in Italy, Bulgaria and Croatia.
PPC provides the Louros hydropowerplant for SE-Hydro as a demonstration site for flexible run-of-river hydropower operation and leads the evaluation of project solutions from an operator’s perspective.
